If you wish to learn more about cyberstalking, online harassment, or other forms of harassment, your first stop should be the SafetyEd site. They have the best list of resources I've seen, as well as an excellent guide prepared by their organization. Another good site is Working to Halt Online Abuse - but I'm a bit biased about that one, since I'm their webmaster.
If you are being harassed and the case involves a minor (anyone under 18), please contact SafetyEd for help. If there are no minors involved, contact Working to Halt Online Abuse and one of their Internet Safety Advocates will help you.
I've created a page on my main web site about privacy and self-defense, and you will find other helpful resources listed there.
